Tomball voters delivered a clear verdict in Saturday’s General and Special (Charter Amendment) Election. Shelley Michna won the open Council Position 1 seat with 68% of the vote, and incumbent Randall F. “Randy” Parr held Council Position 5 with 61%. All four city charter amendments — Propositions A, B, C, and D — passed.
Of the city’s 9,397 registered voters, 433 cast ballots for a turnout of 4.6%. Of those, 230 came from early voting, 162 on Election Day, and 41 by mail.

Council Position 1 — Open Seat
Council Member John F. Ford did not seek re-election. Commercial real estate professional Shelley Michna defeated technology CEO Benjamin Scott Sedberry by more than two to one.

Incumbent Randall F. “Randy” Parr, a CPA and former Tomball fire chief first elected in 2022, defeated challenger Scott Moore Jr., a restaurant operator and Planning & Zoning commissioner.

Charter Amendments — All Four Passed
Voters approved every charter amendment on the ballot. Proposition B drew the strongest support (71% YES), and Proposition A — the “walking quorum” rule limiting private discussions among any three council members — passed with the narrowest margin (61% YES).

What’s Next
Council canvassed the results at its Monday, May 4, 2026 regular meeting. Both winners — Shelley Michna and Randall F. Parr — will be sworn in at a special meeting on Monday, May 11, 2026, and will first sit on the dais at the regular meeting on May 18, 2026. The charter amendments take effect under the schedule set by the city.
